Exploring Scenarios in Global Economic Governance in 2020
24 November 2009
New York
The 2007-2009 financial and economic crisis demonstrates the need for fundamental changes in the present global economic governance system. In 2008 the Friedrich-Ebert-Stiftung launched a scenario project – worked out by a team of 25 policy and economic experts from 17 different countries in the Global South and North – to envision what this system might look like in the year 2020. The FES Scenarios offer four different—and sometimes surprising—visions for a world under the following assumptions: 1) contradictory regulatory structures are ill coordinated by international institutions and nation states; 2) regional integration, rather than international organizations—are the main locus of policy-making; 3) multi-lateralism is dead and there is no international rule of law; and 4) an efficient and transparent multilateral system exists based on global partnerships and shared power. These scenarios are intended to stimulate the ongoing debate on global governance reform and to show decisionmakers different pictures of a possible future and—in particular—the possible negative outcomes and means to avoid them.
